William Doyle

Director of Permits, Scheduling and Compliance

William Doyle was born in Boston, Massachusetts and grew up in Weymouth. He graduated from the Massachusetts Maritime Academy with a B.S. in Marine Engineering and as a commissioned Officer in the U.S. Navy Reserve.

William served as an Officer in the U.S. Merchant Marine for 10 years as a shipboard engineer and currently holds three U.S. Coast Guard issued engineering licenses for steam, internal combustion engines and gas turbine plants.

While serving as an Officer in the Merchant Marine, William earned his law degree from Widener University School of Law. He is currently a member of the bars in Massachusetts, Pennsylvania and the Federal Circuit in Washington, DC.

In 2002, William came to Washington, DC to work for the maritime officer labor union Marine Engineers' Beneficial Association (MEBA). He served with MEBA as the Deputy General Counsel and Director of Government & Legislative Affairs. Doyle focused on advancing maritime industry legislation and the safe and secure transportation of LNG, including the permitting of deepwater and land-based LNG import terminals.

William Doyle joined the Office of Federal Coordinator in April 2008 as the Director of Permits, Scheduling and Compliance.
