The Office of the Federal Coordinator prepares a semiannual report of key issues the office has identified as needing attention by the pipeline project sponsor and/or federal agencies within the next six months for the project to stay on schedule. Each issue is pulled from the longer attention items list.

February 2012

The update removes several items from the critical-path list, due to cooperative efforts by the project applicant and federal agencies to better understand and resolve issues. The only item remaining on the critical-path watch list is the issue of the applicant's data collection and permitting plan. TransCanada/ExxonMobil continues working with federal agencies to reach agreement on the data needs and schedule for the project, including all of the permits that will be required after the Federal Energy Regulatory Commission issues a certificate for the project. To reach full alignment on the issue, the applicant has committed to holding additional meetings with agencies in early March to review its data submission schedule and permitting plans.

 

August 2011

This update focuses on new and previously identified attention items that the project sponsor is working through to stay on schedule for a complete application to the Federal Energy Regulatory Commission in October 2012. Attention item updates in this report include the project applicant's plan to share its data collection and field season plans with federal agencies, more fully explain its schedule for submitting information required for permits, resolving pipeline routing and land-access issues through or around the Tetlin National Wildlife Refuge, and collecting community subsistence data.

Attention items the Office of the Federal Coordinator identified included air quality/non-attainment/greenhouse gas regulations; climate change; cultural resources/prehistoric and historic properties; landowner and land access issues; ocean dumping of dredged materials; bridges; coastal zone management; scope of project alternatives/statement of purpose and need; and wetlands.
