It is going to become more costly for utilities to burn coal for power generation under stricter Clean Air Act regulations covering greenhouse gas, mercury and other emissions. Half of the nation's coal-fired generating capacity is more than 40 years old, and utilities are evaluating the cost of retrofitting older coal plants to meet stricter, future emissions standards versus the permitting certainty of a cleaner-burning, gas-fired power plant.
