Get involved
Input from stakeholders – including Native tribes, industry, non-government organizations, the public and the state of Alaska – is a central part of the NEPA process. Stakeholders have multiple opportunities for involvement, including:
Government-to-Government consultation
This formalized government-to-government consultation will take place only with those federally recognized tribes that would be directly affected by the proposed project. However, all Native Alaska stakeholders will have several opportunities throughout the environmental review process to participate and provide input. The initiation of the consultation process will be coordinated with the NEPA scoping effort.
Draft resource reports
The Federal Energy Regulatory Commission is the lead agency for this project's NEPA review. FERC requires the applicant to submit resource reports providing information on a variety of topics from wetlands to socioeconomics to pipeline safety. These reports become the foundation of FERC's environmental analysis under NEPA. The applicant, the TransCanada/ExxonMobil Alaska Pipeline Project, submitted draft resource reports 1 through 11 in January 2012 for agency and public review. FERC expects that TransCanada/ExxonMobil will submit a revised set of drafts with additional information in August 2012. The final versions will be provided with the application to FERC in October 2012 to build and operate the pipeline.

Scoping
The formal scoping period for the Alaska gas pipeline project began August 1, 2011, and ended Febuary 27, 2012, with seven scoping meetings held in communities across Alaska during January and Feburary 2012. Although the deadline for comments under the scoping process has passed, agencies will accept public input throughout the entire NEPA process. Draft EIS
After the draft EIS is finished, anticipated in late fall 2013, FERC will post the document in its e-library as well as schedule public meetings and provide a minimum 45-day public comment period. Additionally, the Environmental Protection Agency will publish a notice in the Federal Register that the document is available for comment. Final EIS
When the final EIS is ready, anticipated in late spring 2014, FERC will post the document in its e-library and the EPA will publish a notice in the Federal Register. At this time, the public can review in the final EIS how their comments on the draft EIS were addressed.
