Administrative Support Specialist

Gregory Davis is the Administrative Support Specialist for the Office of the Federal Coordinator for Alaska Natural Gas Transportation Projects (OFC). He joined the OFC staff in August 2008 and is responsible for the OFC’s records management and travel programs. He also provides human resource and other administrative support for the agency.

Prior to joining the OFC, he was selected for the Student Temporary Education Program (STEP) with Department of Justice (ATF). The program cultivated his skills in writing-editing, human resources management and procurement and acquisition management, which led him to work as a human resources consultant with the National Aeronautics and Space Administration (NASA) and the United States Capitol Police where he served as the administrative assistant to the administrative officer of the Uniformed Service Bureau, House Division.

He attended the University of Maryland University College where he furthered his education in Psychology with a minor in Human Resources Management.

Director of Administration

Debra Dickson joined the Office of the Federal Coordinator for Alaska Natural Gas Transportation Projects (OFC) in August 2007. She is the Director of Administration and is responsible for oversight of all administrative, human capital, fiscal resource, procurement, IT and facility management matters.

Prior to joining the OFC, Dickson held various positions in the legal support, administrative, and office management arenas. She spent 18 years on active duty with the U.S. Air Force as a paralegal and law office manager in the Judge Advocate General Corps. She has held positions as a law office manager and ethics advisor in the Air Force Real Property Agency, Office of Chief Counsel; U.S. Citizenship and Immigration Service, Office of General Counsel; and the U.S. Department of Treasury, Financial Management Service, Office of Chief Counsel.

Dickson holds a B.S. degree in Organizational Leadership from National Louis University, a B.S. degree in Paralegal Studies from the University of Maryland, and an M.A. degree in Communications from Regent University. She currently is pursuing a PhD in Public Policy and Administration from Walden University.

Dickson is married to Reginald Dickson and they have two children, Reg Jr. a private in the U.S. Army and Desiree, a student at Towson University.

Director of Permits, Scheduling and Compliance

William Doyle serves as director of permitting, scheduling and compliance. He joined the Office of the Federal Coordinator for Alaska Natural Gas Transportation Projects [OFC] in April of 2008 and manages the regulatory permitting process among stakeholders to ensure federal agencies’ compliance with applicable laws pertaining to the project. He also oversees the proper alignment of critical project processes.

Prior to joining the OFC, Doyle worked for the maritime officer labor union Marine Engineers' Beneficial Association (MEBA). He served with MEBA as the Deputy General Counsel and Director of Government & Legislative Affairs. Doyle focused on advancing maritime industry legislation and the safe and secure transportation of LNG, including the permitting of deepwater and land-based LNG import terminals.

He served as an Officer in the U.S. Merchant Marine for 10 years as a shipboard engineer and currently holds three U.S. Coast Guard issued engineering licenses for steam, internal combustion engines and gas turbine plants.

Doyle graduated from the Massachusetts Maritime Academy with a B.S. in Marine Engineering and as a commissioned Officer in the U.S. Navy Reserve. While serving as an Officer in the Merchant Marine, he earned his law degree from Widener University School of Law. He is currently a member of the bars in Massachusetts, Pennsylvania and the Federal Circuit in Washington, DC.

Administrative Officer - Alaska

KC Elliott joined the Office of the Federal Coordinator in January 2010 as the Administrative Officer for the Anchorage field office. She is responsible for all facility management, procurement, administrative and clerical support, and IT in Alaska.

Elliott’s previous experience is in both private industry and the public sector. Before joining the OFC, she worked in the Alaska oil and gas industry as a project assistant and consultant for an environmental services corporation. Before moving to Alaska, she spent a number of years as a teacher of technical and academic writing.

She holds a Bachelor’s Degree and a Masters Degree in English from Texas A&M University, with concentrations in Early Modern English literature and technical writing.

General Counsel

Joseph M. Oglander serves as the General Counsel to the Office of the Federal Coordinator for Alaska Natural Gas Transportation Projects (OFC). He is responsible for drafting and implementing Memorandums of Understanding, agreements, policies and regulations that may be required to enable the OFC to carry out its statutorily mandated mission.

He has practiced law in Washington D.C. for more than twenty-five years, serving in the federal government and private practice on a wide range of environmental issues.

Prior to joining the OFC, he advised the Air Force on compliance with the NEPA for the stand up of new weapons systems and the reorganization of two major commands, water law, natural resources law and other federal environmental matters. Before working at the Air Force, he served at the Department of the Interior (DOI), which included the position of Assistant Solicitor for Water and Power from 1991-98. He advised the DOI on many energy projects, including the permitting of more than one hundred coal mines and the operation of dams and water projects throughout the western United States. He also practiced law with a private law firm in Washington D.C. where he advised municipal utilities, trade associations, and corporations engaged in the development and use of federal resources.

Oglander graduated from the University of Pennsylvania in 1976 and Washington University School of Law in 1979.

He is married to Anne Schuyler and has two children, Laura and Andrew.

Project Engineer

Heather Ptak joined the Office of the Federal Coordinator for Alaska Natural Gas Transportation Projects (OFC) in June of 2010 in the Anchorage, Alaska field office. She handles the resolution of conflicts among stakeholders and coordinates the agency’s environmental and technical issues.

Prior to working for the OFC, she worked for Jacobs Engineering in the Anchorage Alaska Office as an Environmental Scientist/Project Manager for the past seven years. While working at Jacobs she performed a variety of duties including field sample collection, interpretation of data and regulations, coordination of subcontractors, clients, regulatory agencies, and landowners while working at remote sites throughout Alaska. During this time she also helped develop two mapping databases to help communicate and evaluate complex environmental data in a visual format.

Ptak graduated from Fort Lewis College in 2003 with a Bachelor’s Degree in Environmental Biology and holds a Master’s Degree in Environmental Quality Science from the University of Alaska Anchorage.

Staff Assistant

Cassandra Tate joined the Office of the Federal Coordinator for Alaska Natural Gas Transportation Projects (OFC) in August 2009, and is the OFC’s staff assistant providing administrative and clerical support to the agency.

Tate’s professional experience prior to joining the OFC crosses both the federal and nonprofit sectors. She has served in various capacities including as administrative officer with the Department of the Air Force where she acted as assistant to the Chief of the Executive Services Division of the Air Force Real Property Agency. She has served as administrative assistant, personnel staffing technician, military personnel clerk, and clerk typist with the U.S. Department of the Navy. Most recently, Cassandra served as an executive assistant to the Senior Minister of a large religious organization in the Washington DC metropolitan area.

She has completed course work in administrative technology and has attained Bachelor of Theology and Master of Ministry degrees from Richmond Virginia Seminary. She currently is pursuing a Doctor of Ministry degree from Virginia University of Lynchburg.

Director of Communications and Policy Support

Jennifer Thompson joined the Office of the Federal Coordinator for Alaska Natural Gas Transportation Projects (OFC) as the Director of Communications and Policy Support in August of 2007. She is responsible for maintaining effective liaison and informative communications with Congress, the public, project stakeholders, non-governmental organizations, tribal interests, federal agencies, Alaska state agencies and Canadian agencies through outreach presentations, newsletters, the OFC website, blogs and other relevant medium.

Prior to working at the OFC, Thompson worked in the Office of the Secretary at the Department of the Interior (DOI). While at DOI, she served as Special Assistant to the Senior Advisor for Alaska Affairs as well as international Arctic issues. She joined the DOI from the office of Senator Mike Enzi (R-WY).

Thompson graduated from The George Washington University with a degree in political science.
